NIGELLA Lawson's former personal assistant "frequently" found rolled-up banknotes with white powder on them in her handbag, she has told a court.

Francesca Grillo, who along with her sister Elisabetta is on trial accused of defrauding Lawson and former husband Charles Saatchi, said she never saw Lawson taking drugs although she did find evidence of drug use on many occasions.

She said she first saw the rolled-up notes at the food writer's Shepherd's Bush home, in the kitchen after a party and also in a guest bedroom.

One of her jobs as Ms Lawson's aide was to exchange items between her handbags, and she would find rolled-up banknotes in those, she told Isleworth Crown Court in west London on Tuesday.

Asked how often she found the banknotes, Grillo said: "Frequently. Every time I went through her handbag there was some notes. It was very frequent."

Asked if she ever raised the issue of drugs, she replied: "No. I didn't think it was my place."

Lawson would tell Francesca "you're good at finding things" and ask her to look for belongings in her handbags, the jury heard.

Lawson would sometimes come downstairs with white powder on her nose and Francesca would point it out to her, but would be told by the cook it was make-up.

Asked by defence counsel Karina Arden if the substance could have been make-up, Grillo replied: "Too white to be make-up."

She also noted that the TV cook often had a runny nose, the court heard.

Francesca Grillo, 35, and her sister Elisabetta, 41, are accused of defrauding the celebrity couple by spending 685,000 euros ($A1.06 million) on credit cards belonging to them.

The court has heard the siblings bought designer clothes, shoes and luxury holidays on the cards.

Francesca also recalled how she improvised an excuse to protect her employer when a child discovered a hollow book containing what the employee thought were drugs.

The defendant told the court: "She (the child) said 'Look what I found in (the) book!'.

"It was a small plastic bag with white powder. I made up something."

Grillo said the clandestine book also contained items of jewellery belonging to Lawson's late husband John Diamond.

She said she found cannabis in a child's room in the home, and the television cook would swig from bottles containing liquid medication.

She told the court: "Tazepam, Xanax ... Ms Lawson had medication for depression.

"She would take it directly from the bottle."

Asked by Arden how frequently she would see Lawson take medication in this way, Francesca said: "Very often. She had one bottle in the kitchen and one bottle in the bedroom."

She told the court she did not originally mention the alleged drug use in her first statement to police, but did so after photographs of Saatchi and Lawson at Scott's restaurant in Mayfair emerged in the press during the year.

"The one that stuck in my mind was the one of him picking her nose. Maybe he found something relating to drugs.

"I maybe thought if he didn't know that, he probably didn't know about the authorisation - the allowance - of the signatures (by Ms Lawson, on personal expenditure)."

Mandela portrait breaks SA record

JOHANNESBURG Dec 3 AP - A photographic portrait of Nelson Mandela has been bought by a private art collector in New York for $US200,000 ($A220,276), the highest price ever paid for a local portrait, organisers say.

The money will be donated to the Nelson Mandela Children's Hospital, currently under construction in Johannesburg, and to the World Wildlife Fund. The portrait is part of a series of 21 portraits of South African icons.

The portrait, by 21 Icons creator and photographer Adrian Steirn, depicts Nelson Mandela's face reflected in a mirror.

"I wanted Madiba to hold a mirror so that we could see a man reflecting on his life. As he reflects on his life, we reflect on his legacy and our future," Steirn said, using Mandela's clan name.

Kidnap threat against Belgian princess

PRINCESS Elisabeth, the 12-year-old daughter of Belgium's new king, has been threatened with kidnapping.

An anonymous letter sent to the newspaper La Derniere Heure and addressed to King Philippe contained the threat, along with racist remarks with neo-Nazi overtones, the daily reported.

"I am going to abduct Princess Elisabeth. This is not a joke," the newspaper quoted the letter as saying.

The publication said it had notified the police and the royal palace.

It said police officers had been deployed outside Elisabeth's school.

Philippe ascended the throne in July when his father abdicated.

Elisabeth is the eldest of four children Philippe has with Queen Mathilde.

Vatican puts St Peter's bones on display

THE Vatican has for the first time publicly unveiled a handful of disputed bone fragments said by some to belong to the first pope, St Peter.

The eight or so pieces of bone sat nestled like rings in a jewel box inside a big bronze display case on the side of the altar during a mass commemorating the end of the Vatican's "Year of Faith".

The "Year of Faith" is a Benedict XVI initiative which began on October 11, 2012 to mark the 50th anniversary of the start of the Vatican II Council, which approved key Catholic Church reforms.

Pope Francis prayed before the fragments, blessing them with incense, at the start of Sunday's service.

No pontiff has ever definitively declared the fragments to belong to the Apostle Peter, but Pope Paul VI in 1968 said fragments found in the necropolis under St Peter's Basilica were "identified in a way that we can consider convincing".

UNESCO leader re-elected

UNESCO Director-General Irina Bokova has been elected to a second four-year term as head of the UN's cultural agency.

Speaking after her re-election on Tuesday by UNESCO's general conference, the native of Sofia, Bulgaria, said she was working to streamline UNESCO operations while avoiding major cuts caused by a lack of funds.

The US suspended donations, which made up nearly a quarter of UNESCO's budget, after the agency's decision to admit Palestine as a member in 2011.

The US lost its UNESCO vote last week over the funding dispute and did not take part in Tuesday's ballot.

UNESCO may be best known for its program to protect the world cultures via Heritage sites, which include the Statue of Liberty and Mali's Timbuktu.

Its core mission was to be an anti-extremist organisation.

DEFENCE Department secretary Dennis Richardson says fugitive US defence contractor Edward Snowden should be regarded as a common criminal, not a whistleblower.

Mr Richardson, the former head of the Australian Security intelligence Organisation (ASIO), said he became irritated every time he saw a reference to Snowden's disclosure of US intelligence information as whistleblowing.

"I thought whistleblowers revealed things that were illegal," he told an Australian Strategic Policy Institute dinner in Canberra on Tuesday.

"As far as I am concerned Snowden is probably nothing more than a garden-variety criminal."

Mr Snowden, a former US defence contractor, revealed details of secret US surveillance programs that were later published worldwide. He's currently in hiding in Russia, where he has been granted asylum for a year.

5% emissions reduction possible: expert

THE government can achieve its target five per cent emissions reduction through its direct action scheme at a cost of $7-10 billion, an economist says.

Danny Price, managing director of Frontier Economics Australia, said on Tuesday the task would depend on the difficult issues of scheme penalties and baselines which the government had yet to announce.

Initially the coalition proposed a $10.5 billion direct action fund out to 2020 but has now revised that down to $2.55 billion to 2018.

Mr Price said there would certainly be funds beyond this initial four year forward estimates period, although he couldn't say just how much more would be needed.

"It will depend very much on where the government sets the baselines and the nature of the penalties that are applied, but in the order of $7-10 billion, but probably on the lower end of that range. That includes the $2.55 billion," he told ABC television.

Mr Price is one of a small group of economists who favour direct action rather than a carbon tax to reduce carbon emissions.

He said a couple of years ago the then opposition invited Frontier Economics to review costings and assess whether their proposed range of abatement measures were consistent with the literature.

"In both cases we concluded that the costs were reasonable and the level of abatement was very consistent, probably on the conservative side of the evidence available at the time," he said.

Mr Price said a carbon tax worked as a stick whereas direct action was a carrot.

But it also included penalties.

"Direct action comprises both a reward and also a penalty. So if any producer comes along and starts to emit at a much higher rate than they did before, that penalty could cut in," he said.

"Very much, the focus is on encouraging greater quantities of cleaner energy or cleaner forms of production."

Drones may fly in to help SA farmers

UNMANNED aerial drones could soon be used in the early detection of pests and disease in South Australian crops.

Drones are among a number of new technologies being considered as options to reduce losses and safeguard the biosecurity of the state's grain crops.

Agriculture Minister Gail Gago says the state government will provide almost $1 million to a $5.5 million, five-year research project on the introduction of new technologies to the agriculture sector.

"The sophistication and development in sensor technologies is growing at an impressive rate," Ms Gago said in a statement on Wednesday.

"Near-infra-red, laser, acoustic and biosensor detection are being applied to a range of industries and agriculture, fisheries and environmental management are all set to gain."

She said the high-tech approach could improve farm productivity and counter the negative impacts of drought and weather extremes.

Industry calls for swift carbon tax repeal

AN alliance of industry groups is urging the Australian parliament not to stand in the way of the Abbott government quickly repealing the carbon tax.

The federal government on Wednesday will introduce its carbon tax repeal legislation to the House of Representatives, the first step in its long-standing pledge to do away with Labor's carbon pricing laws.

But while the government has the numbers to see the legislation through the lower house, it's likely to have less luck in the upper house given the makeup of the current Senate.

Labor and the Australian Greens are expected to block the repeal legislation in the upper house until July, when a less-hostile Senate takes over.

The Australian Chamber of Commerce and Industry, the Australian Industry Group, the Business Council of Australia and the Minerals Council of Australia claim any delay would achieve nothing for the environment and hurt businesses.

"That would be deeply unhelpful as we try to build a more competitive Australia with a better chance of keeping our manufacturing base onshore," said the groups in a statement.

The industry groups - all outspoken critics of the carbon tax - said the next step would be ensuring the government's Direct Action scheme reduces emissions cheaply and doesn't reduce business competitiveness.

If passed, the package of eight bills will not only repeal the carbon tax, but abolish the Climate Change Authority.

The new iPhone 5S also uses fingerprint identification for security.

Surprise as UK inflation falls to 2.2%

INFLATION in Britain has fallen to its lowest level in more than a year.

The sharper-than-expected drop in the Consumer Prices Index (CPI) rate from 2.7 per cent in September to 2.2 per cent in October is being seen as easing pressure on the Bank of England to lift historically-low interest rates.

Sterling fell on currency markets as a result on Tuesday.

The figure equals the level of inflation in September last year and takes it closer to reaching the Bank's target level of 2 per cent for the first time in four years. It was last lower, at 1.9 per cent, in November 2009.

Prime Minister David Cameron has hailed the fall as "encouraging news for hard-working people" in a Twitter message, though Labour pointed out that wages - rising at an annual rate of just 0.7 per cent, according to latest figures - were still lagging behind.

Savers are also still struggling to find accounts that beat the rise in the cost of living, according to price comparison website Moneyfacts.

Policymakers at the Bank of England's monetary policy committee (MPC) were shown the figures last week before making their latest decision to hold interest rates.

On Wednesday, the MPC's quarterly Inflation Report will take the temperature of the economy amid speculation that it will upgrade forecasts for growth and jobs.

Lower inflation expectations will reduce the pressure on the Bank to cut interest rates although better prospects for the UK's gross domestic product (GDP) and unemployment will have the opposite effect.

The Bank has pledged not to raise interest rates before the jobless rate falls to 7 per cent and indicated this target is unlikely to be met until the third quarter of 2016 at the earliest.

So the likelihood of this target being met sooner would add to anxiety that interest rates will be raised from their historic low of 0.5 per cent before that time.

Huntsman spider found at UK warehouse

A FEARSOME-LOOKING giant spider common in Australia has given workers at a British warehouse a fright after travelling over from Asia.

The 17-centimetre-long huntsman spider came over to East Sussex after stowing away in a shipping container packed with BMX parts in Taiwan.

It is believed to have been locked up for six weeks as the container made its way thousands of miles across the oceans before reaching the UK.

Shocked staff at Seventies BMX Distribution in St Leonards-on-Sea discovered the arachnid lurking in their delivery while unpacking the boxes.

Warehouse manager Joe Woodburn said he thought the spider was plastic at first as it wasn't moving.

"My mate saw it on the box I was holding. He froze and couldn't get his words out fast enough," Woodburn said.

"...the minute it was in the sunlight it started to warm up and it was running around and jumping up the side of the box."

RSPCA inspector Zoe Ballard was called out to deal with the animal, but admitted she was not the biggest fan of eight-legged creepy-crawlies.

"I got the call through as collection of a tarantula, but as soon as I saw it I knew it wasn't a tarantula," Ms Ballard said, adding she's been called out to collect a scorpion in the past, but has never come across a spider like it before.

"I managed to secure the spider in the container and took it to the RSPCA's wildlife centre nearby, but I must admit I was worried all the way that it would get out and escape in my van."

The spider has now been housed at Drusillas Zoo Park in Alfriston, near Eastbourne, but RSPCA inspector Tony Woodley said it does not generally pose a big threat.

"Huntsman spiders can give you a nasty bite, but they aren't likely to cause too much harm unless you suffer an allergic reaction," he said.

US unemployment benefit applications fall

THE number of people seeking US unemployment benefits fell 9,000 to a seasonally adjusted 336,000 last week, bringing applications to pre-recession levels.

The Labor Department said on Thursday that the less volatile four-week average dropped 9,250 to 348,250.

The average was elevated by the 16-day partial government shutdown and backlogs in California that occurred because of computer upgrades.

Weekly applications have fallen for four straight weeks. Applications are a proxy for layoffs.

The decline suggests companies are cutting very few workers.

Still, they are not hiring many new ones.

Falling applications are typically followed by more job gains, but hiring has slowed in recent months, rather than accelerated.

The economy added an average 143,000 jobs a month from July through September. That's down from an average of 182,000 in April through June, and 207,000 during the first three months of the year.

October's jobs report, to be released on Friday, likely will look even weaker.

Economists expect that employers added just 122,000 jobs, and the unemployment rate rose to 7.3 per cent, according to FactSet.

But much of the weakness in October's jobs report will likely reflect the temporary impact of the shutdown.

Most economists expect any spike in the jobless rate will be reversed in November.

The economy was strengthening ahead of the shutdown, the government said on Thursday in a separate report.

Growth accelerated at a 2.8 per cent annual rate in the July-September quarter, up from a 2.5 per cent rate in the April-June quarter.

A FEMALE army cadet secretly filmed having sex with a colleague claims Defence degraded her following the incident and hopes suing the department will force it to change its attitude towards women.

The woman known as Kate is taking legal action over the incident, in which a fellow army cadet filmed himself having sex with her on a webcam and streamed it live to friends in a nearby room.

Kate alleges Defence not only failed to support her but actively tried to discredit her name, including most seriously by leaking her personal medical records to the press.

"It was just yet another invasion of my privacy," she told ABC's 7:30 program on Monday.

"The only place that it could come from is the defence force."

Defence has vehemently denied the claims, with a spokesperson telling AAP the department never provided her medical information to the media.

"Defence has only provided records to official investigators, in accordance with the Privacy Act," Defence said in a statement.

"Defence has provided extensive support including logistics, medical, administrative and legal support to assist the member and will continue to do so."

The department said complaints from Officer Cadet Kate had been investigated with the highest priority and it had not yet received a legal claim.

But Kate is expected to take her complaint to the Human Rights Commission within days in a bid to seek compensation over the March 2011 incident.

Kate had entered a "friends with benefits" arrangement with fellow cadet Daniel McDonald, with rules including that no one should know about their sexual relationship.

She stipulated in advance the sex would remain secret but later learned another cadet Dylan Deblaquiere had streamed the act via Skype to a room of friends.

She said her privacy was invaded but Defence started degrading her further, with colleagues labelling her "that Skype slut" at every base she went to.

"It follows you everywhere you go," she said.

McDonald and Deblaquiere, both 21, were found guilty over the incident in an ACT Supreme Court and last month received 12-month good behaviour bonds.

Kate lashed out at the sentencing and urged the Department of Public Prosecution to appeal, saying it set a "scary example" and would deter other victims of sexual assault from coming forward.

She didn't regret speaking out about the incident, but was at "ground zero" after losing her career, health and livelihood.

Kate said she was about to be discharged from the army on medical grounds but hoped her legal case would spark cultural reform within the Australian Defence Force.

"It's about bringing about cultural change within the defence force and it's also about getting me the resources I need to start my life again," she said.

"When are we going to see victims better protected and supported?"

THE search for a man feared drowned off Sydney's Bondi Beach has been suspended.

A man, believed to be in his 20s, went missing off Bondi Beach sometime after 5pm (AEDT) on Monday.

His disappearance sparked a search and rescue operation that included surf lifesavers, an ambulance helicopter and police.

But a police spokeswoman told AAP that the operation was suspended just before 8pm due to dangerous sea conditions and fading light.

There has been no sign of the man, she said.

Police will continue to patrol the beach on foot overnight, with the full search to resume at first light on Tuesday.

The man is believed to have gone swimming with another person when the pair found themselves in difficulty.

One of the swimmers was rescued but the man hasn't been seen since.

THE gunman who allegedly killed a security officer at Los Angeles airport carried a note saying he planned to murder "multiple" agents, prosecutors said as they announced charges against him.

A prosecutor told how Paul Ciancia allegedly opened fire at "point-blank range" on Gerardo Hernandez, the first Transportation Security Administration agent killed since the office was created following the September 11, 2001, terrorist attacks.

The dead officer's widow, meanwhile, said she was "truly devastated" by his death.

"He was a joyful person, always smiling and took pride in his duty to the American public," Ana Hernandez said.

Ciancia, who used a Smith & Wesson assault rifle and a large stock of ammunition in the attack, faces a possible death penalty on charges of murdering a federal officer and committing violence at an international airport.

The gun rampage on Friday triggered chaos at LA International Airport (LAX), disrupting more than 1500 flights. The airport only fully reopened more than 24 hours later.

Describing how the shooting started, a prosecutor said Ciancia pulled a ".223-calibre M and P-15 assault rifle out of his bag and fired multiple rounds at point-blank range" at Hernandez, 39.

The shots wounded the unarmed TSA officer but did not kill him. The 23-year-old gunman, dressed in black and wearing a bullet-proof vest, then went up a nearby escalator and came back down to "shoot the wounded officer again," US attorney Andre Birotte said.

Ciancia then proceeded further into the terminal, shooting four more people, including two other TSA officers, before being detained following a gunfight with airport police.

The alleged gunman, who remains in hospital and has not yet answered questions from investigators, carried a note in his bag indicating that "he targeted especially TSA officers," for whom he felt "anger and malice".

The handwritten note showed he "made a conscious decision to kill multiple TSA employees", said David Bowdich, the head of the FBI's Los Angeles office.

"In the note that was handwritten by the defendant, that was signed by the defendant, we found a statement where he made a conscious decision to kill multiple TSA employees," Bowdich said.

"He addressed them at one point in the letter, and stated that he wanted to 'instil fear into their traitorous (sic) minds'."

Los Angeles Mayor Eric Garcetti said Ciancia had a lot of ammunition when he was arrested.

During the shooting spree, which lasted less than 10 minutes, Ciancia approached a number of people cowering in the terminal and pointed his gun at them, asking if they "were TSA", according to the Los Angeles Times.

If they answered "no" he moved on, the Times reported, citing witnesses who said he cursed the TSA repeatedly.

While officials have not released details about the suspect's condition, the Times said he was hospitalised in a critical condition after being shot in the head and leg.

The FBI said Ciancia was a Los Angeles resident who was originally from the eastern state of New Jersey.

Hawkesbury blaze under control

FIREFIGHTERS are expected to work through the night to mop up a bushfire that threatened about 50 properties at Lower Portland near the Hawkesbury River on Sunday afternoon.
